On August 13, in the association organized videoconferencing negotiations between the Deputy Governor of the Fergana Region, the Mayor of Kukand Usmanov, the Executive Director of the Hanshin Corporation Choi Mun-kyu, the President of PLUS INTERNATIONAL Kim Dong Yul, the First Vice-President of the Association Kim Chang Keon, the General Secretary Park Hyun Chol , representatives of the Uzbek Embassy in Seoul and the parties discussed the development of the Kukond City projects in Kukand and the Smart City in Fergana. 

Until today, many activities have been carried out in the Kokand City project and the preparation of infrastructure has been completed, in this regard, the country of Kukand offered to send employees of the Hanshin Corporation to start construction work and the executive director of Hanshin promised to discuss this proposal and send employees in the near future. As for the Smart City project: the project area is located behind the airport of Fergana region and is 17 hectares, of which 5 hectares are allocated to local construction companies, and currently construction work is underway on a 12-storey residential complex. The Ferghana region administration request Korean construction companies to participate in the remaining territories for the development of a "smart city" in Fergana, and Khanshin agreed to review the progress of the project through a preliminary exchange of relevant data.
